The Future of Disability Housing in South Australia

The Future of Disability Housing in South Australia
18 June 2025
South Australia is undergoing a significant transformation in disability housing, driven by recent government initiatives aimed at enhancing accessibility, increasing housing supply, and ensuring that individuals with disabilities have greater choice and control over their living arrangements.
State Disability Inclusion Plan 2025–2029
The South Australian Government has released the draft State Disability Inclusion Plan 2025–2029, currently open for public consultation. This plan emphasises a whole-of-government approach to creating a fairer and more inclusive society. Key focus areas include:
- Access: Improving physical and digital accessibility across communities.
- Opportunity: Enhancing employment and education prospects for people with disabilities.
- Support: Strengthening support services to meet diverse needs.
- Wellbeing: Promoting health and wellbeing initiatives tailored for individuals with disabilities.
- Justice: Ensuring equal rights and protections under the law.
The plan also identifies seven priority groups, including Aboriginal people, culturally and linguistically diverse individuals, children, women, LGBTIQA+ individuals, and those with significant intellectual disabilities or high levels of vulnerability due to disability.
Housing Roadmap and Investment
In response to the housing crisis, the South Australian Government has unveiled a comprehensive Housing Roadmap. This initiative includes:
- Construction of 5,000 public housing homes: Aiming for the first period of growth in public housing in decades, with 1,025 homes projected for completion by 2026.
- Largest ever land release: Facilitating the development of new housing projects.
- Abolition of stamp duty on new homes: Making homeownership more accessible.
- Enhanced rights for renters: Strengthening tenant protections.
- Significant infrastructure investment: Supporting the construction and maintenance of public housing.
National Construction Code Accessibility Standards
South Australia has committed to implementing the National Construction Code’s new accessibility standards. These standards mandate features such as:
- Stepless entries: Ensuring ease of access into homes.
- Minimum door widths: Accommodating mobility aids.
- Accessible bathrooms and kitchens: Facilitating independent living.
These changes aim to make new homes more accessible for individuals with mobility impairments, including those with disabilities and the aging population.
Federal Investment in Social Housing
The federal government’s Social Housing Accelerator program has allocated over $135 million to South Australia, facilitating the construction of at least 230 new social housing units. This investment focuses on providing secure and affordable housing for diverse demographics, including individuals with disabilities, low-income households, and those escaping domestic violence.
